About the Call

The Africa Network of Agricultural Policy Research Institutes (ANAPRI), in partnership with the World Bank, the Food and Agriculture Organization of the United Nations (FAO), the African Union Development Agency-NEPAD (AUDA-NEPAD), and the Africa Fertilizer Industry Development Association (AFIDA), invites submissions to the Pre-Conference Forum on From Agricultural Subsidies to Catalytic Investments.

The Forum will bring together researchers, policymakers, private sector actors, development practitioners, farmer organisations and other stakeholders to examine how African countries can better align public expenditure, agricultural price incentives, private investment and evidence-informed policy to transform agricultural support systems.

Contributions should provide original evidence, practical experience or actionable policy and investment insights that can support the implementation of CAADP 3.0, the African Fertilizer and Soil Health Action Plan, and broader agrifood systems transformation.

Submission Tracks

  • Track 1: Research Papers - Researchers are invited to submit an extended abstract of 1,000–1,500 words presenting rigorous evidence, analysis and policy-relevant findings.
  • Track 2: Policy and Investment Insights - Policymakers, private sector actors, development institutions, farmer organisations and practitioners are invited to submit a 3–5-page Policy and Investment Insight Note based on reforms, programmes, investments or implementation experience.

Thematic Areas

Submissions should address one or more of the following areas:

  • Why should agricultural support systems change?
  • What should African countries invest in and reform?
  • Who should lead, finance and deliver?
  • Where are the greatest opportunities?
  • When and how should change happen?

Approximately 12–15 submissions will be selected across both tracks. Selected contributors will:

  • Participate in the Pre-Conference Forum.
  • Attend the 13th ANAPRI Stakeholder Conference.
  • Engage with policymakers, investors and researchers.
