At the recently concluded 28th Annual Global Trade Analysis Project (GTAP) Conference held in Kigali, Rwanda from 25 to 27 June 2025, ANAPRI contributed meaningfully to global discussions on economic transformation through its side event focused on agricultural value chains.
The session, titled “Informing agricultural value chain policy and investment choices for inclusive economic development,” highlighted the Policy Prioritisation through Value Chain Analysis (PPVC) methodology—an approach designed to help countries make evidence-based, inclusive decisions around value chain investments.
Through a series of case studies, participants were introduced to how PPVC has been applied in real contexts across the continent. The Ghana case study demonstrated how the methodology supported the identification of priority value chains based on a systematic analysis of their potential for inclusive growth. Meanwhile, the Kenya casestudy showcased how PPVC was used to pinpoint specific interventions for upgrading value chains, backed by in-depth analytics and a mechanism to track the implementation of policy recommendations.


What makes the PPVC approach especially powerful is its versatility and relevance to a broad array of stakeholders, from policymakers and investors to researchers and development practitioners. It facilitates structured dialogue, promotes strategic resource allocation, and ensures that agricultural transformation is both inclusive and sustainable.
As ANAPRI continues to champion evidence-based policymaking across Africa, the Policy Prioritisation through Value Chain Analysis (PPVC) offers a tested and adaptable tool for shaping inclusive agricultural transformation. We therefore call on policymakers, researchers, private sector actors, and development partners to employ the PPVC approach in designing value chain strategies that are data-driven, context-specific, equity-focused, and geared towards informed decision-making.
